Allowable Costs This directive provides guidance regarding the general cost principles and allowable costs under the Workforce Investment Act (WIA) program.  It requires that all subrecipients and contractors expending WIA funds shall comply with federal and State guidance regarding the allowability of expenditures. 01-09
Audit Requirements The purpose of this directive is to update the audit requirements for entities receiving Workforce Investment Act (WIA) funds, in accordance with the revisions to Office of Management and Budget (OMB) Circular A-133. 02-09
Audit Resolution This policy provides guidance regarding policy and procedures for the resolution of audit findings and disallowed costs. 03-09
Conflict of Interest To establish policy and ensure that La Cooperativa Campesina De California (LCCDC) and its contractors administer federal funds in accordance with the guidelines established in the above referenced regulations. 04-09
Debt Collection The purpose of this directive is to establish procedures and policy by the La Cooperativa Campesina De California (LCCDC), for the recovery of disallowed costs expended under the Workforce Investment Act (WIA) by any person or entity. 05-09
Documentation of Eligibility Customer flow is based on the WIA concept of customer choice and the provision of Core, Intensive and Training Services.  All three of these activities are directed at the ultimate outcome of placement into unsubsidized employment.  Customers accessing Core “A” Services are considered to be the universal customer and therefore a formal determination of eligibility is not required.  However, those customers who are determined unable to obtain employment without the individual services available through Core “B”, Intensive, or Training services must be determined WIA eligible and enrolled to receive such services 06-09
Eligibility for Training Services This directive provides guidance eligibility for training services under the Workforce Investment Act (WIA) programs. 07-09
Glossary of Terms To ensure that services are measured in a consistent manner common definitions are presented in the attached Glossary of Terms. 08-09
Guidelines for Registering Dislocated Workers in the Workforce Investment Act (WIA) Program and Documenting Customer Contact This directive provides guidelines to determine when dislocated workers are to be registered in the WIA program so that they are subsequently reported to La Cooperativa Campesina De California (LCCDC) JTA System. 09-09
Incident Reporting The WIA regulations, Title 20 CFR Section 667.630, requires that information and complaints involving criminal fraud, waste, abuse or other criminal activity must be reported immediately through the U. S. Department of Labor’s (DOL) Incident Reporting System to the DOL Office of Inspector General (OIG) with a copy simultaneously provided to the Employment and Training Administration (ETA) San Francisco Regional Office. 10-09
Individual Training Accounts (ITAs) This directive provides guidance regarding the policy and procedures for the use of individual training accounts under the Workforce Investment Act (WIA) program. 11-09
Intensive Services This directive provides guidance regarding transitioning a customer from Core services to Intensive services under the Workforce Investment Act (WIA) program. 12-09
Limited English Proficiency This directive provides guidance regarding serving a customer with limited English proficiency under the Workforce Investment Act (WIA) program. 13-09
Monitoring and Oversight Title 20 CFR Section 667.200 stipulates that entities receiving WIA Title I funds must follow the uniform administrative cost requirements at Title 29 CFR Part 95 or Part 97, as applicable to their type of organization. 14-09
Noncriminal and Discrimination Complaints Procedures The purpose of this directive is to establish the Workforce Investment Act (WIA Act) Complaint Resolution Procedure pursuant to Title 20 CFR, [Subpart F-Grievance Procedures, Complaints, and States Appeal Processes, Section 667.600-667.330; and, 29 CFR Part 37, [Implementation of the Nondiscrimination and Equal Opportunity Provisions of the Workforce Investment Act, 1998, Final Rule]. The City’s Workforce Investment Act WIA, Title I programs are administered by La Cooperativa Campesina De California (LCCDC). 15-09
Nondiscrimination and Equal Opportunity

The nondiscrimination and equal opportunity provisions of Section 188 of the Workforce Investment Act prohibit discrimination on the grounds of race, color, religion, sex, national origin, age, disability, political affiliation or belief, and for beneficiaries only, citizenship or participation in a WIA Title I financially assisted program or activity. Title 29 CFR Part 37 implements the nondiscrimination and equal opportunity provisions specified in Section 188 of WIA.

On-The-Job Training (OJT) Policy To define the parameters for using an on the job training option for WIA eligible customers. 17-09
Procurement of Goods and Services This policy provides guidance regarding the procurement of goods and services by entities receiving Workforce Investment Act (WIA) funds.  These entities include but are not limited to One-Stop Operators, contractors and lower tier service providers. 18-09
Program Income The purpose of this memorandum is to provide specific guidance regarding the definition of program income, its use, and required reporting. 19-09
Property Management – Equipment Purchases, Inventory and Disposal This directive provides La Cooperativa Campesina De California’s (LCCDC) policy regarding the purchase, inventory and disposal of property purchased with Workforce Investment Act (WIA) funds. 20-09
Record Retention, Maintenance, Disposition, Disclosure and Confidentiality To provide record retention, maintenance and disposition procedures for La Cooperativa Campesina De California (LCCDC) and its contractors will ensure compliance with state and federal law. 21-09
Recovery of Tuition and Training Refunds This directive provides guidance regarding policy and procedures for the recovery of WIA training and/or tuition refunds. 22-09
Salary and Bonus Limitations This directive provides federal guidance under Public Law 109-234 regarding the implementation of the new limitations on salary and bonus payments that can be made with funds appropriated to the Department of Labor (DOL)/Employment and Training Administration (ETA) funded programs. 23-09
Selective Service Eligibility for WIA services provided to participants must have documentation of Selective Service registration in order for the customer to participate. 24-09
Supportive Services Workforce Investment Act (WIA) regulations allow subrecipients to establish a limitation for the provision of supportive services, including a maximum amount of funding and maximum length of time for supportive services (including needs based payments) to be available to customers. 25-09
Worker Displacement Prohibition The purpose of this directive is to communicate federal and State policy and procedures regarding prohibitions against replacing regular employees with Workforce Investment Act (WIA) participants, and against infringing on the promotional opportunities of currently employed individuals. 26-09
